Snow shoveling available

I am writing this on behalf of my grandfather Alfred. For the past five years he has been recieving the low income shovelling through the city. They changed the bracket and he no longer qualifies. Although everything else has gone up. He lives in a Duplex and only has a small front walk with steps. Be happy for anyone who is able to help
